Revised/New FAA Forms for Mechanic, Inspection Authorization, Parachute Rigger, and Repairman Applications

On February 15, 2023, the FAA published Notice N8900.651, which introduces updated forms and policy regarding airman applications made under Part 65 Subparts D, E, and F. The Notice discusses the following forms:

  • FAA Form 8610-1, Mechanic’s Application for Inspection Authorization.
  • FAA Form 8610-2, Airman Certificate and/or Rating Application – Mechanic and Parachute Rigger.
  • FAA Form 8610-3, Airman Certificate and/or Rating Application – Repairman.

The notice, directed at FAA personnel, can be found in the Dynamic Regulatory System (DRS) at https://drs.faa.gov or on the FAA’s website at https://www.faa.gov/regulations_policies/orders_notices.

Applicants who have already started the certification process (to include the IA renewal process) using a prior version of a form may continue to use the prior version in most cases. FAA personnel will direct the applicant to complete a new form only if necessary to complete the certification process. Below is a summary of the changes made to each form:

Major Changes to All Forms:

  • Block-by-block form completion instructions for applicants are included in the supplemental information pages of each form.
  • Informational text is added to various blocks on the form to assist the applicant in entering the appropriate information.
  • The PBR Written Notification of Investigation to airmen is included in the supplemental information pages of each form.
  • A statement for acknowledgment of receipt of the PBR Written Notification of Investigation to airmen is included within the applicant’s certification section(s) of each form.

Major Changes to FAA Form 8610-1

  • Form fields are revised to include added and changed fields, and the form format has been updated to assist applicant understanding and completion.

Major Changes to FAA Form 8610-2

  • The form is renamed Airman Certificate and/or Rating Application – Mechanics and Parachute Riggers due to the removal of repairman applicant information.

Form fields are revised to include added and changed fields, and the form format has been updated to assist applicant understanding and completion.

New FAA Form 8610-3

  • The application information for all repairman types will be collected on a newly created form, FAA Form 8610-3. Repairman applicant information is no longer collected on FAA Form 8610-2.
